Following is a summary of the Formula 1 Rules and Regulations for the 2007 Formula 1 Season (compare with the 2006 F1 regulations) :

Technical Regulations:

Not many changes from 2006.

To prevent rear wing flex, the two wing plates must be bridged by means of rigid impervious support (article 3.10.4)
The minimum weight of the car must not be less than 605 kgs at all times (article 4.1)
No device may step up or increase the primary regulated voltage (article 5.8.3)
All cars must be fitted with red, blue and yellow cockpit lights the purpose of which are to give drivers information concerning track signals or conditions. (article 8.4)
Each car must be fitted with a warning light which is connected to the FIA data logger. (article 8.5)

Sporting Regulations

Each team will be allowed to run additional drivers during the first and second practice sessions provided that only one additional driver is used in any one session (article 58.b)
The colour of the on board camera of the second car must be predominantly fluorescent yellow (article 60)
When there is only 1 tyre supplier present, that supplier must equip 100% of the entered teams on ordinary commercial terms and make available identical quantities and specifications of tyres to all teams during a calendar year. (article 73.b)
No driver may use more than fourteen sets of dry-weather tyres, four sets of wet weather tyres and three sets of extreme-weather tyres. However, no driver may use more than a total of four sets of dry-weather tyres during P1 and P2, no more than two sets being of one specification. (article 75.a)
Under article 77 (use of tyres)

Each team will be allocated eight sets of dry-weather tyres, four of each specification, for use during P1 and P2. These are the only dry-weather tyres which may be used during these sessions and must be returned to the tyre supplier before the start of P3.

Each driver will be allocated ten further sets of dry-weather tyres, five of each specification, for use during the remainder of the Event. However, one set of each specification must be returned to the tyre supplier before the start of the qualifying practice session and may not be used during the remainder of the Event.

Prior to the start of the qualifying practice session wet and extreme-weather tyres may only be used after the track has been declared wet by the race director, following which extreme, wet or dryweather tyres may be used for the remainder of the session.

Unless he has used wet or extreme-weather tyres during the race, each driver must use at least one set of each specification of dry-weather tyres during the race.

For the purpose of the 2 event engine rule, an event comprises the 3rd practice session, qualifying and the race. (article 87)
Only homologated engines may be used at an event during 2007, 2008, 2009 and 2010. (article 87.f)
In the event of a driving infringement during any practice session the Stewards may drop the driver such number of grid positions as they consider appropriate. Unless it is completely clear that a driver committed a driving infringement any such incident will normally be investigated after the relevant session, any penalty imposed shall not be subject to appeal. (article 112)
With the exception of the qualifying session, practice time will not be extended as a result of an interruption. (article 115)
Practice sessions 1 and 2 have been extended by 30 minutes each. First practice starts at 10:00 while Second practice starts at 14:00. (article 116)
From the time at which the "SAFETY CAR DEPLOYED" message is displayed no car may enter the pit lane until all cars on the track have formed up in a line behind the safety car and the message "PIT LANE OPEN" is shown on the timing monitors. A ten second time penalty will be imposed on any driver who enters the pit lane before the second message is shown on the timing monitors. However, any car which was in the pit entry or pit lane when the safety car was deployed will not incur a penalty.
If it is deemed necessary for the safety car to use the pit lane cars following it will not incur a penalty but may not stop in their designated garage areas until the message "PIT LANE OPEN" is shown on the timing monitors. A ten second time penalty will be imposed on any driver who stops in his designated garage area before the second message is shown on the timing monitors.
In both the above cases no penalty will be imposed if a driver enters the pits or stops in his designated garage area for the sole purpose of changing from dry-weather to wet or extreme-weather tyres or from wet to extreme-weather tyres without refuelling or carrying out any further work on the car. (article 155.f)
When the clerk of the course considers it safe to do so, and the message "LAPPED CARS MAY NOW OVERTAKE" is shown on the timing monitors, any lapped cars between the cars running on the lead lap will be permitted to pass the cars on the lead lap and the safety car and then proceed around the track at an appropriate speed, without overtaking, and take up position at the back of the line of cars behind the safety car. (article 155.l)

Qualifying Practice
117) The qualifying practice session will take place on the day before the race from 14.00 to 15.00. The session will be run as follows :
a)	From 14.00 to 14.15 (Q1) all cars will be permitted on the track and at the end of this period the slowest five cars will be prohibited from taking any further part in the session. Lap times achieved by the fifteen remaining cars will then be deleted.
b)	From 14.22 to 14.37 (Q2) the fifteen remaining cars will be permitted on the track and at the end of this period the slowest five cars will be prohibited from taking any further part in the session. Lap times achieved by the ten remaining cars will then be deleted.
c)	From 14.45 to 15.00 (Q3) the ten remaining cars will be permitted on the track.
The above procedure is based upon a Championship entry of 20 cars. If 22 are entered six cars will be excluded after Q1 and Q2 and, if 24 are entered, six cars will be excluded after Q1 and Q2 leaving 12 cars eligible for Q3.
The Grid
130) At the end of qualifying practice the times achieved by each driver will be officially published.
131) a)	The grid will be drawn up as follows : The last five positions will be occupied by the cars eliminated during Q1, the fastest in 16th position. The next five positions will be occupied by the cars eliminated during Q2, the fastest in 11th position. The top ten positions will be occupied by the cars which took part in Q3, the fastest from the position on the grid which was the pole position in the previous year or, on a new circuit, has been designated as such by the FIA safety delegate. If two or more drivers set identical times during Q1, Q2 or Q3 priority will be given to the one who set it first. If more than 20 cars are entered in the Championship appropriate amendments will be made to the above in accordance with Article 117.
b)	If more than one driver fails to set a time during Q1, Q2 or Q3 they will be arranged in the following order: any driver who attempted to set a qualifying time by starting a flying lap ; any driver who failed to start a flying lap ; any driver who failed to leave the pits during the period ;
c)	Any driver who incurs a penalty under Article 87(a), and as a result is placed behind the last car from Q1, will take precedence over any driver who incurs a penalty under Article 87(c). Both of the above will take precedence over any driver whose qualifying times have been deleted for any reason.
In all the above cases if more than one driver falls into a single category they will be arranged on the grid in numerical order.
